He is wearing a helmet and gesturing at an older man with both arms up in the air. His eyes are bugged out and his mouth is wide open, yelling at the smaller, older man who has a large dark mustache and is wearing a white and mustard checkered short-sleeved shirt. The guard is standing in a white barrel with three Grecian blue colored strips running around the top of it. They appear to be in the middle of the traffic (there are multiple vehicles depicted behind them) and the old man has is eyes averted down and is shrugging at a little yellow wheelbarrow of tall red flowers (roses?) that he must have been trying to pull across the street.
Theo Anglei was most likely an American cartoon artist of Greek heritage who painted these as a hobby, probably around the 1960's.
