Evelyn Bilirakis was born to Greek immigrants in Tarpon Springs, Florida, where she grew up. She earned a certificate in Medical Technology from Grady Memorial Hospital in Atlanta. She later moved to Washington with her husband where she raised a family and worked in the medical field.
